Onda is Mama's long-suffering editor. Mama has a severe procrastination problem, and poor Onda-san is the one who pays the price of her missing any deadlines. As a result, he's constantly begging her to finish her work on time while she just has fun running away from him and tricking him into thinking she's done early.
Onda-san is a very innocent sort of person (so much that he's almost like a little kid), so he always has faith in Mama's promises and keeps falling for her practical jokes. He's also very kind, so he's never very firm or loud (usually the most threatening thing he ever does is call out "Senseeeei!" in a broken, desperate tone).
Onda-san has a younger brother who is basically his complete opposite -- he's very physically imposing and can make even Mama run away in fear. Onda would definitely have an easier life if he acted a bit more like him, but he's one of the most lovable Kodocha characters just the way he is.
